For this tutorial you will need a tube.
No outside filters were used.
Open your chosen tube in PSP. Shift+D to duplicate, then close the original.
Pick a light color from your graphic for the Foreground, and a darker color for your Background.
Open a new image 500px x 500px.
Flood fill it with your Foreground color.
Copy your tube and Paste it as a New Layer onto your new image.
Duplicate your tube layer.
Highlight the middle layer in your layer palate, the first tube.
Effects-Texture-Mosaic-Antique with these settings.
With the center layer still highlighted, go to Effects-Reflection-Kaleidoscope with these settings.
Now go to Adjust-Sharpness-Unsharp Mask with these settings.
Still on that center layer, go to Effects-3d-Drop Shadow with these settings.
You may wish to lower the opacity of this layer.
I did in the example at the bottom of this tut, but I loved the colors in this one and didn't :-)
Now highlight the top layer and give it a nice drop shadow, this is what I used.
Add text with a font of your choice.
I added a Drop Shadow to mine with these settings, and the shadow color white to make the dark font color show up a bit better.
Layers-Merge-Merge All.
Image-Add Borders, 3px symetrical, your Background color.
Image-Add Borders, 3px symetrical, your Foreground color.
Image-Add Borders, 3px symetrical, your Background color.
Image-Add Borders, 20px symetrical, your Foreground color.
With your magic wand, tolerance and feather at 0, click in the 20 px border.
Effects-Reflection-Kaliedoscope. The settings are the same as above, Except tick the Wrap button.
While still selected, go to Adjust-Blur-Gaussian Blur with these settings.
Selections-None.
Image-Add Borders, 3px symetrical, your Background color.
Image-Add Borders, 3px symetrical, your Foreground color.
Image-Add Borders, 3px symetrical, your Background color.
Selections-Select All.
Selections-Modify-Contract by 38.
Selections-Invert.
Effects-Distortion-Wave with these settings.
Effects-3d-Drop Shadow, with these settings.
